At the very center of these developments, two key ministries—Health and Culture and Tourism—have come together to sign a groundbreaking International Health Tourism Cooperation Protocol, marking a significant step toward institutionalizing Türkiye’s health tourism sector under the vision of President Recep Tayyip Erdoğan’s “Protective, Progressive, and Productive Healthcare” model and the broader “Century of Healthy Türkiye” initiative.

In 2023 alone, over 1.5 million international patients visited Türkiye for medical services, generating more than $3 billion in revenue. This surge in demand has prompted further strategic efforts to ensure continued growth and global competitiveness.
Strategic Cooperation: A Protocol for Progress
To build a more resilient and institutional health tourism system, Minister of Culture and Tourism Mehmet Nuri Ersoy and Minister of Health Prof. Dr. Kemal Memişoğlu signed the “Cooperation Protocol on International Health Tourism” at a formal ceremony hosted by the Ministry of Health.
This protocol aims to boost coordination, service quality, and visibility in international healthcare services, representing a new era of unified strategy between two of Türkiye’s most active ministries.
“Health Tourism Holds Tremendous Potential”
During the signing ceremony, Minister Ersoy highlighted Türkiye’s growing influence in this field, stating:
“Health tourism, which has rapidly expanded in recent years and emerged as an alternative tourism model, holds vast potential for our country.”
He emphasized Türkiye’s strong healthcare infrastructure, well-trained professionals, and internationally accredited facilities, which have positioned the country among the world’s top destinations for medical travel.
He added: “These figures not only reflect our current success but also signal our country’s significant potential in the coming years.”
A Global Benchmark: Safe Tourism Model
Minister Ersoy also recalled the international praise Türkiye received during the COVID-19 pandemic, crediting the country’s healthcare sector for its swift and effective response. The “Safe Tourism” program, implemented in partnership with the Ministry of Health, became a global benchmark for safety standards in the tourism sector.
“Thanks to our close collaboration with the Health Ministry, the Safe Tourism program has not only enhanced trust but has also become a model internationally,” he noted.
Combating Unregistered Practices in Health Tourism
Ersoy also stressed that the newly signed protocol is not only about increasing visitor numbers but about ensuring industry accountability:
“Our aim is not only to attract more international patients but also to formalize healthcare providers, raise quality standards, and prevent unregistered operations in the sector.”
Tangible Steps for Sectoral Integration
The protocol includes the following key components:
◗ Joint promotion activities between Türkiye Tourism Promotion and Development Agency (TGA) and International Health Services Inc. (USHAŞ)
◗ Establishment of registration and information systems for healthcare institutions
◗ Inclusion of facilities in certification and accreditation processes via TÜSKA (Turkish Health Care Quality and Accreditation Institute)
“We plan to further expand this cooperation in the coming period, ensuring stronger coordination across all institutions contributing to health tourism,” said Minister Ersoy.
He concluded by stating that each step taken not only increases Türkiye’s tourism revenues but also strengthens its global influence and brand equity.
“Tourist Health is a Priority”
Highlighting that tourism is no longer limited to “sun, sea, and sand,” Ersoy noted that product diversity has become a central focus of Türkiye’s global promotion strategy over the past decade. Among all offerings, health tourism stands out as the most valuable segment.
“One critical function of this protocol is enhancing patient comfort and ensuring the health of tourists during their stay,” he said. “This plays a major role in satisfaction and return visits.”
“HealthTürkiye” Initiative to Boost Global Branding
Speaking at the ceremony, Minister of Health Prof. Dr. Kemal Memişoğlu emphasized the long-term vision:
“Through our partnership with the Ministry of Culture and Tourism and the HealthTürkiye brand, we aim to elevate our revenue and global presence in the health tourism sector.”
He underlined that Türkiye’s healthcare system—supported by extensive infrastructure, accessibility, and the expertise of its physicians—places the country in a leading position globally.
“With this protocol, we are enhancing both the medical services offered under international health tourism and the promotional efforts supporting them,” said Memişoğlu.
Following their remarks, both ministers officially signed the International Health Tourism Cooperation Protocol, reinforcing their shared vision for Türkiye’s leadership in this dynamic sector.
